Differences in Non-Merit Employment
Types of Employment in State Government

These positions are not under the merit system and generally include the staffs of the governor and lieutenant governor, policy-making managers, and agency leaders. (See KRS 18A.115.) These positions have no formal selection criteria and are not appointed from a register. Employees in these positions may be terminated 'without notice of cause' without recourse. Vacancies may or may not be posted on the careers website.

As the primary state agency encouraging job creation, retention and business investment in Kentucky, the Cabinet for Economic Development (CED) works to attract new industries and assists existing companies to grow and expand. The Cabinet also provides support and resources for entrepreneurs, startups and small business owners. As well, it helps prepare communities for economic development opportunities.

In addition to the Cabinet’s central office in Frankfort, the Cabinet maintains international offices in Europe and Asia. The Energy and Environment Cabinet improves the quality of life for all Kentuckians by protecting our land, air, and water resources, by working with regulated customers to create a base for strong economic growth while ensuring compliance and by utilizing our natural resources in an environmentally conscientious manner that encourages low-cost, reliable and sustainable energy.

-The Department for Environmental Protection protects and enhances Kentucky's environment through its divisions of Air Quality, Waste Management, Water, Enforcement, and Environmental Program Support.

-The Department for Natural Resources provides oversight, technical assistance, education and funding to sustain Kentucky's natural resources, including all forestry and mining operations and is home to the divisions of Abandoned Mine Lands, Forestry, Mine Permits, Conservation, Oil & Gas, and Mine Safety and Mine Reclamation.

-The Office of Energy Policy brings a common-sense approach that ensures the Commonwealth thrives amid rapid changes occurring in the production, delivery, and use of energy.

-The Office of Kentucky Nature Preserves works to protect the Commonwealth's natural heritage and educate Kentuckians about its importance.

The Finance and Administration Cabinet is the primary support agency for state government. The Cabinet serves a diverse customer base of state agencies, local governments, businesses and vendors, and individual taxpayers.

The Cabinet for Health and Family Services (CHFS) is home to most of the state's human services and health care programs, including the Department for Medicaid Services, the Department for Community Based Services the Department for Public Health, the Department for Aging and Independent Living and the Department for Behavioral Health, Developmental and Intellectual Disabilities. CHFS is one of the largest agencies in state government, with nearly 8,000 full and part-time employees located across the commonwealth focused on improving the lives and health of Kentuckians. The Cabinet’s mission is to be a diverse and inclusive organization providing programs, services and supports that protect and promote the health and well-being of all Kentuckians and their communities. The Kentucky Justice and Public Safety Cabinet is the second largest cabinet in state government with more than 7,000 employees. The cabinet oversees five departments: the Kentucky State Police, the Department of Corrections, the Department of Juvenile Justice, the Department of Criminal Justice Training and the Department of Public Advocacy. The cabinet also administers the Office of the State Medical Examiner and the Office of Drug Control Policy.
 
The Cabinet's mission is to ensure the safety and security of Kentucky communities through a fair and impartial administration of taxpayer resources. The Kentucky Tourism, Arts and Heritage Cabinet (TAHC) is dedicated to fostering and promoting the state's rich heritage as well as continuing Kentucky's long history of being a premiere travel destination for all travelers to enjoy. The Cabinet serves as Kentucky's top tourism agency, and collaborates with local tourism partners to coordinate tourism, arts and heritage efforts through legislation, tourism development, and marketing/outreach. Kentucky tourism is a multi-billion dollar industry that brings millions of visitors to the commonwealth each year. As one of the state's largest economic generators, tourism serves as a mechanism for driving economic growth in communities within all 120 Kentucky counties. ​

The more than 4,000 employees at the Kentucky Transportation Cabinet (KYTC) are driven to provide a safe, efficient and equitable network to keep Kentucky moving across all modes of transportation.  We’re all about improving the quality of life for Kentuckians across our four departments: Department of Highways, Department of Vehicle Regulation, Department of Rural & Municipal Aid and the Kentucky Department of Aviation. Our work spans every corner of the state to keep Kentuckians connected by executing services like construction projects, maintaining nearly 28,000 miles of highways and 9,000 state bridges, keeping state routes passable during winter weather, and expanding electric vehicle charging stations to support long-distance travel. There’s more to us than roads and bridges. Kentucky boasts a booming aviation industry that spurs the economy and we are home to three global air cargo hubs. We also oversee the state's motor vehicle and driver services, including driver’s license issuance. ​
